<p><img src="http://sumeetsingh.net/wp-content/uploads/2007/04/photocms.thumbnail.jpg" class="alignleft" alt="photocms.jpg" />So why are there so many rapes in Indian National Capital, is a question that haunts me quite often. It is not that men in Delhi have this uncontrollable libido, nor it is the case that the police here is too tolerant about such acts. For the first few months that such acts of barbarism increased in Delhi, I, like most other people, thought it was a coincidence that the acts increased rapidly. And then it became a monthly issue.  To think about it, there are several factors that may have caused such circumstances to exist in Delhi.</p>
<p>First and foremost, it is the size of the city surrounded by elements of rural Haryana and Rajasthan. People may call me a bastard, but they know what people from these two states are capable of. The BPO boom led to more jobs and it meant more expatriates from surrounding states. It is not just a coincidence that the last four out of five rape accused were from Haryana or Rajasthan. Drivers continuously being subjected to partial nudity in their night shifts, uneducated and tolerant people from smaller suburbs and many daily-wage  workers in Delhi still think that a girl is giving them hints if she wears a tube top and a short skirt. It is worse if they can spot a small part of women underwear, and their eyes just stick out.<span id="more-178"></span><br />
Areas such as Janakpuri that are now bustling with modern-fashioned girls are surrounded by Navada and Hasttal where women still are sari clad and cover their faces on the very sight of a man. Areas such as Dwarka where property cost is touching all time high has this strange and weird rowdy element of Haryana that is so hard to accept. And Gurgaon was never considered safe after 8 pm.</p>
<p>And if that was not enough, Delhi is big. Delhi is huge with large by-lanes, dark corners, shady streets and no police coverage. Delhi is turned into a jungle. You need to know what happens where. Or rather, where can you do what. You want booze after 10 pm, girls to spend night with, hash for a typical joint, place to park your car and drink in open, Delhi has appetite for all. Talk about dark roads in Malviya Nagar, or shady corners around Janakpuri and Munirka, you name it the city offers you a place for everything. The city&#8217;s police with embarrassing efficiency, understandably, cannot cover every nook and corner of Delhi, and therefore cannot protect you from such incident happening if you are at a wrong place at a wrong time.</p>
<p>And what people don&#8217;t understand is the loss in revenue for the city with each rape. Increase in crime records, shame for the city so great and living amidst unlivable conditions is not what I am worried about. It is the closure of 24 Hr coffee shops in Saket and Green Park that were almost full after midnight and closure of most pubs and restaurants an hour before midnight is what I am worried about. Not only does it not allow people to go have a good time at night, it cuts down heavy revenues that shops and restaurants were earning for their clientÃ¨le at night. Few years ago when a swiss national was raped around Sri Fort area, Barista coffee shop at Green Park was ordered to shut down at 11 pm. And then I happened to read in newspaper about Delhi Police&#8217;s version of the story. They think the predators wait in such coffee shops for their prey. And if that was not entertaining enough, Delhi Police after a recent rape in Piragarhi area passed a rule against window tinting in cars. Delhi being a hot, hot city was forced to let go of the 30% tint protection for their cars. It not only meant loss of revenue for such shops selling tint products, but also increase in petrol consumption. Air-conditioned cars now were no longer protected against direct sunlight, and it meant running that small AC in front panel for a longer time. Come June, when Sun will be at its mighty best, ACs will merely turn into coolers.</p>
<p>I honestly believe that rape acts in Delhi cannot be contained by removing tinted glasses from cars and shutting down shops at 11 pm. It is the street lights and better police coverage that is required to tackle such issues. The police needs to be sensitive about general livable conditions in Delhi and act accordingly. So much so for increase in rapes.</p>

A popular coffee joint since itsÂ very beginning, Barista indeed served everything good except what it was expected to &#8211; Coffee. I have had countless breakfast, lunch andÂ snacks at various Barista outlets all across Delhi and North India, but could not get a single cup of well madeÂ cappuccino.Â  KeepingÂ my tastes andÂ disgust withÂ Barista coffee aside,Â the outlet chainÂ was probably the first one to teach the masses difference between cappuccino andÂ latte.Â The chain served excellent sandwiches especially the chicken tikka ones and quite decent panini.Â Nonetheless, I knew Lavazza was making a move after seeing a faint red logo on Barista menu labelled as â€˜premiumâ€™ coffees. So with a big shout to Starbucks, I hope there is some more international coffee brand presence in India. Probably Starbucks can buy out CafÃ© Coffee day and start off.</p>

			<content:encoded><![CDATA[<p>What&#8217;s with Republic day security in Delhi and arrest of militants from Seelampur? Not that I live there, or have a particular liking to that colony, but I feel it&#8217;s too obvious for anyone to have disbelief in reports of LeT men arrested in Seelampur every <a href="http://www.rediff.com/news/2007/jan/25lashkar.htm">year</a>, year after year. Either the local Police Station at Seelampur is too efficient in nabbing the so called terrorist suspects, or Seelampur is not a good place to hide as other places in Delhi are. So what distinguishes the infamous locality from others, provided it&#8217;s neither too close to Pakistan or Bangladesh border nor it has caves like Tora Bora to breed terrorists, is an interesting question to think about. The arrests in Seelampur are nothing but a prime example of how reputation precedes the reputed.<br />
<span id="more-140"></span><br />
The area is largely inhabited by Muslim population, mostly uneducated, and hence is an easy target for the police to pickup their suspects and meet the crime chart figures. Is it an irony that each militant possesses RDX and weapons, and plans to blow up Rashtrapati Bhawan, and still RDX has almost never been used in terror activities in delhi. As per my information, RDX is extremely difficult to procure and even more difficult to manage. So what brings all RDX loaded men to Delhi&#8217;s Seelampur is something Delhi Police has never been able to explain. For what I suggest to our khaki wearing men is to look for a better place, probably Karol Bagh, Rohini or some sector in Dwarka to conduct such arrests. As Khushwant Singh had once said<em><del datetime="2007-01-25T14:23:02+00:00">India</del> Delhi is gone to the dogs</em></p>

			<content:encoded><![CDATA[<p>All my love for Delhi fades away as I read and hear about Dengue fever spreading in Delhi. With Indian government&#8217;s bureaucracy at its best, it&#8217;s difficult to do control anything Delhi. Lack of control of Traffic does not worry you as much as lack of control on growth of Mosquitoes. Delhi has had a number of open drains, but those were supposedly covered in 1998-99 when Dengue had first hit Delhi. With most of the drains (officially) covered and country&#8217;s hospitals at their best (acc to various reports), Dept of Health had little to offer as an explanation to spreading of Dengue in the capital city. So with nothing else to do, they conveniently started blaming the Delhi Government and Municipal Corporation of Delhi (MCD) for their casualness.<br />

Everyone was busy celebrating <em>Navratri</em> till the news of 8 dead and 500 affected came out. It was not surprising to know that the worst affected area was AIIMS hospital and hostel, the best medical college and government run institute in India. Dengue was not there because the mosquitoes preferred being there, it spread there to remind people of hygiene and alertness. When the first patient suspected of Dengue arrived in the hospital, he must have spitted out, coughed and touched few things around him. Doctors, (un)aware of the fact that Dengue is a communicable disease, attended to him, and informed everyone that there is nothing to worry and everything in control. Little did s/he realise that when s/he goes back to the hostel, Dengue goes with him. And thus the saga continued.<br />
<br />
Of what I fail to appreciate is the cleanliness of <a href="http://www.aiims.edu">AIIMS</a>. I have never been required to be there, nor will choose it as a hospital even if I was dyeing. But of what I hear from people and see it on television, it is a quite filthy place to be. Hygiene and cleanliness does not cost as much money as treatment of Dengue does. On one hand where separate Malaria Control bodies are established, no department from Delhi or Central government takes the onus for Dengue blunder. With 25-35 cases being reported everyday, it is quite natural to expect a Delhi Dengue milestone in history as <a href="http://www.britainexpress.com/History/plague.htm">London Plague</a> was. Unlike London, fire is not needed to eradicate lethal mosquitoes, only public awareness and proper sanitation is required.</p>

			<content:encoded><![CDATA[<p>if at any point of time you feel the pseudo-modernization of society in delhi is slowing down, head over to any coffee joint in south delhi. You will never cease to observe girls aged 20-26 walking around in shortest shirts possible with ultra mild cigarettes in their hands. Now before people accuse me of being an orthodox sexist, I must comment about the guys who bring accompany girls to the joints. They are wannabe metro-sexual, all wearing designer shirts with sleeves rolled up and the trendiest cell phones in their hands. Out of about 50 people sitting in Barista, Green Park, I could not count more than 15 enjoying their coffee. Others chose to order ice-tea or some sort of fruit punch. Ordering a non-caffein product in a coffee shop is no less a sin than ordering a pepperoni pizza at <em>billu da dhaba</em>.<br />
<span id="more-48"></span> A popular <em>Mr-Know-It-All</em> guy amongst a group sitting on the table right opposite mine cleverly comments on the successful business model of opening book shops within the cafe. I usually prefer to keep my ears closed for any frequencies coming from other tables, but couldn&#8217;t resist such an explanation.<br />
<br />
Talking about <em>gadgetery showoff</em>, the outlets in Green Park and Saket will also feature people carrying their laptops and showing off as if it were some rare commodity. At once I was happy to see that WiFi has finally come to Indian coffee shops, but soon realized the laptops were used to play music and downloaded YouTube videos. I just hope this pseudo-modernization does not infect the western part of Delhi. For those of you who don&#8217;t know what Rajouri Garden and Punjabi Bagh people are (in)famous for, feel free to visit any of the markets on Sunday evenings. The horns on the roads are well supplemented with Shinda ringtones that constantly emerge from different cellphones. What happens in West Delhi is yet another story that I may write about sometime later.</p>

Ironically on paper it has all been shown to cost less that Rs 10,000 which is the stipulated budget for student poll elections. A leading daily newspaper estimates that the parent political party (Congress for NSUI and BJP for ABVP) spend around Rs 50,00,000 per candidate.</p>
